Surveillance of New Building Government Vessels

The Government New Construction Section (GNCS) will attend site visits to a shipyard in overseas cities or the Mainland periodically throughout a ship building process, in order to monitor the quality of new government vessels. In particular, they attend mockup examination to ensure the bridge arrangement is user friendly and ergonomic.

During the site visits, the assigned Surveyor of Ships and/or Ship Inspector can exchange his/her experiences in shipbuilding and ship inspection with the professional personnel of the shipyard to enhance professional development.

The Government Dockyard (GD) is responsible for the maintenance of all government vessels. When a government vessel is required to undergo regular or ad hoc maintenance or repairs, a Ship Inspector will contact the vessel's user to arrange the vessel to enter GD, and moor at a designated berth in GD first.

The Ship Inspector will also communicate with stakeholders to arrange relevant tugboats, ship lifting equipment, and work force to transfer the vessel from the designated berth to a suitable cradle for maintenance by a contractor awarded for the maintenance or repair work.

Workshops in Government Dockyard

The Government Dockyard has a number of maintenance workshops and facilities, including electrical workshops, propeller workshop, fuel injection equipment workshop, carpentry workshop, engine workshop, inflatable and GRP workshop, dynamometer testing room, and outboard engine testing facilities. Concerned machineries and their components can be dismantled from the vessels being repaired, and transported to relevant repair workshops or facilities for inspection and repair if necessary.

Salvage Team

Fleet Operation Section (FOS) may be required to provide assistance for salvage operation, in case of a government vessel encountered a marine emergency.

Once an emergency salvage is required, FOS will deploy a salvage team leading by a Launch Crew Supervisor to the scene. Depending on the on-scene assessment, the Dockyard Operation Manager or a Marine Inspector I will be assigned as the on-scene commander to coordinate the salvage operation.

Safety Precautions

Since petrol is highly flammable, particular safety precautions such as emptying fuel tanks, venting compartments to remove any residual vapour, and certifying gas-free by Approved Persons are required to eliminate fire risk before carrying out any repair works on a petrol boat.
